Of Corruption in Ghana: The GYEEDA Report

The leaked draft report of the “MINISTERIAL IMPACT ASSESSMENT & REVIEW COMMITTEE ON GHANA YOUTH EMPLOYMENT AND ENTERPRENEURIAL AGENCY (GYEEDA)”.

A few questions that need asking are:

  1. Is the Ghana Educational Trust Fund (GETFund) mandated to make remittance to state institutions like GYEEDA?
  2. On what basis were the District Assemblies through the District Assemblies Common Fund (DACF) mandated to contribute to GYEEDA?
  3. What other agencies or organisations does money from the Communications Services Tax (CST) go to? Funds from CST are originally meant for the National Youth Employment Programme (NYE) which was somewhat expanded to become GYEEDA. Since CST was mandated by the Parliament of Ghana, on what authority did the Ministry of Finance disburse funds from that pot?
  4. How is the National Health Insurance Service (NHIS) linked to youth employment when the NHIS could not cover it’s own costs in some regions? Was this to just steal money as this draft report shows?

  1. Very thought provoking question? Especially on the GETFUND you should direct that one to Dr. Omane Boamah. I remember his relentless fight with Mr. Osafo Marfo on the misuse of the GETFUND.
